Introduction
Strengthening Research, Bioethics and Health Data
The Biomedical Research & Ethics Unit (BREU) was established in January 2023 as a strategic initiative to advance medical research excellence, strengthen ethical governance, and enhance health data stewardship in Brunei Darussalam.
In line with this commitment, the Ministry of Health Brunei Darussalam became a member of the Asian Bioethics Network in 2022, reinforcing Brunei Darussalam’s dedication to advancing bioethics, research integrity, and responsible data governance at the regional level.

Medical and Health Research Ethics Committee
The role of the MHREC is to conduct scientific and ethical assessments of all studies related to human health research conducted by both Ministry of Health (MOH) and non-MOH researchers in Brunei Darussalam.
Please note that MHREC no longer provides retrospective approval for any research study in reference to Minute KK/TSUT(P)/E06/2009 dated 8 November 2022 from the Deputy Permanent Secretary (Professional).

TRANSPLANT ETHICS COMMITTEE
The Transplant Ethics Committee (TEC) is an independent, multidisciplinary body that provides ethical oversight for all adult living donor solid organ transplantation cases performed locally in Brunei Darussalam. The committee ensures that organ donation is voluntary, informed and free from pressure or coercion, while safeguarding the welfare of both donors and recipients.
The TEC comprises members from diverse professional and community backgrounds to support balanced and independent ethical review. Its work is guided by national policies and internationally recognized ethical standards, including the World Health Organization (WHO) Guiding Principles and the Declaration of Istanbul on Organ Trafficking and Transplant Tourism.
